Palm Beach Police Chiefs Select Executive Director

Retired Chief Jim Kelly takes the helm

The Palm Beach County Association of Chiefs of Police hired retired police chief Jim Kelly to take over the day-to-day operations of the organization. Association President Dan Alexander said, “We are pleased to have someone serving in this capacity who is so highly qualified, and who understands the mission and direction of our organization.”

Director Kelly was president of the Association twice. He served as Palm Beach County School District Police Chief from 1989 to 2012. He earned a bachelor's degree in criminal justice from Florida Atlantic University in 1979 and a law degree from Western New England College School of Law in 1985. Director Kelly is a member of the Florida Bar and the Federal Bar of the U.S. District Court, Southern District of Florida.

Director Kelly will spearhead Association priorities, such as an upcoming community violence forum, increased visibility, and legislative advocacy.  Contact information for the Association is included below:

Palm Beach Police Chiefs Install New Board

2013 Platform includes increased public engagement

 

The Palm Beach County Association of Chiefs of Police installed their 2013 board of directors yesterday. Judge James Martz administered the oath of office. Guest speaker State Attorney Dave Aronberg provided an overview of his new administration to over 100 distinguished guests.

Incoming President Chief Dan Alexander laid out an ambitious agenda for the Association in 2013, based on strategic planning sessions with the membership. Alexander said that the organization must “be effectively prepared to respond to ever-changing service demands, we need to stay ahead of the curve…” In the next few weeks, the Association will be addressing the issue of gun violence through a law enforcement and community forum in Palm Beach County. The members recognize their key leadership roles and will seek to leverage their influence to keep our citizens safe.

In the coming year, the Association will more actively engage traditional media about issues in policing, and also expand into social media platforms. Information about the Association can be found on the following sites:

The Palm Beach Chiefs will also remain active in legislative advocacy. Chief Alexander said, “Through the FPCA and our own local efforts, we will continue to advocate for positions consistent with our mission and our interests.” The Association has endorsed the Florida Police Chiefs Association (FPCA) legislative agenda, which can be found at http://www.fpca.com/. The Palm Beach Chiefs will host a legislative forum later in the year.

Palm Beach Chiefs Endorse FPCA Legislative Agenda

FPCAThe Palm Beach County Association of Chiefs of Police has unanimously endorsed the legislative agenda of the Florida Police Chiefs Association (FPCA). The full agenda can be found on the FPCA site.

We encourage legislative action on Internet cafes, bath salts/synthetic drugs and distracted driving. Because law enforcement agencies have implemented eyewitness identification policies, we oppose any efforts by the Innocence Project to micromanage or mandate directives through the legislative process. We also oppose legislation which would directly jeopardize public safety, such as open carry laws and repeals or limits on the use of red light cameras. In regard to personnel matters, we oppose any legislation which would restrict employee/employer relations and actions that further reduce pension benefits for law enforcement officers.

While we are painfully aware of the current economic crisis, we also understand that the funding of key programs is essential to effective law enforcement. Therefore, we support adequate funding for the FDLE, training centers, the court system and the juvenile justice system.

Lastly, the current truth in sentencing law is a key reason why our crime rate in Florida is the lowest it has been in 41 years.  We support this legislation, along with reentry programs designed to effectively prepare inmates to become productive citizens upon their release.

We applaud the FPCA for developing a legislative agenda which promotes progressive and effective public safety.  Our members will closely monitor developments throughout the legislative session.
